The one thing a drive through Tiberias will not answer
A tourism economy means seasonality, and seasonality means an income stream that is not the same across the year and a city that feels different in February from how it feels in August. If short-let income is part of your calculation, model it on the quiet months rather than the busy ones.
The bigger point is that prices here are among the lowest for any Israeli city, and that is not an anomaly waiting to be corrected. The employment base is limited, the stock in much of the upper city is old, and street-level variation is wide. Buy for use, buy on the specific street, and be sceptical of anyone selling this as an appreciation story.
