The one thing a drive through Caesarea will not answer
Land in Caesarea is not held the way land is held elsewhere in Israel. The town is administered under a distinct arrangement, with a development corporation involved in the land, and that affects what you own, what you pay annually, what you may build and how a sale works. It is entirely workable — a great many people own here happily — but it is not the transaction an overseas buyer is expecting, and it is not something to discover at contract stage.
Instruct a lawyer who has done Caesarea transactions specifically, and ask them to explain the tenure, the annual obligations and the resale mechanics in writing before you offer. That is the single most useful hour you can spend on this town.
